Providers must comply with Australian Consumer Law and the Competition and Consumer Act 2010, and must:1
- charge within the NDIS pricing arrangements and price limits
- tell participants the price of NDIS supports before delivering them
- keep full and accurate records of NDIS supports delivered
- give participants invoices after delivering a support or service
- request payment only after an NDIS support has been delivered
- submit payment requests for NDIA-managed participants within 90 days
- take all reasonable steps to avoid and manage actual and perceived conflicts of interest

Two of those are ordering rules rather than paperwork: the price is told before delivery, and payment is requested after it. Getting either backwards is a breach of a stated obligation, not a process preference.

"Price limits are the maximum prices registered providers can charge NDIS participants for specific supports. You can negotiate with your participants for lower prices."2

This site does not reproduce any support item number or any price. Both change, and a stale figure repeated here would be worse than no figure at all. The pricing arrangements document is the source of truth and it is linked above.
Conduct and quality

The NDIS Quality and Safeguards Commission "regulate registered providers and make sure providers comply with the NDIS Practice Standards and NDIS Code of Conduct".3

The allied health guidance describes work beyond sessions: referring people to information about the scheme, providing supporting evidence and functional capacity assessments for access and funding decisions, and writing plan reassessment reports. A reassessment report "should briefly explain your therapeutic approach" and "include evidence of the outcomes achieved and the progress made by your participant since you last reported".4

Students and provisional psychologists

"Allied health students or provisional psychologists on clinical placement can provide services to participants. They can only provide services to participants under the supervision of a qualified allied health provider."5
"Participants need to agree that the student can deliver specific aspects of the service. A service agreement between you and the participant should document this consent."5

Note the interaction with the agreement rule: an agreement is generally not required, but where a student is delivering part of the service, the guidance says the agreement is where that consent should be documented.
From practice, not the guidance
Of the obligations on this page, the record-keeping one is the one that changes daily behaviour most, because it is the only one that has to be satisfied in the minutes around a session rather than at a desk later. Practices that leave notes to accumulate tend to find the backlog turns into the constraint — not because the writing is hard, but because reconstructing a session is slower than recording one.
